"early today" starts right now. good morning, i'm frances rivera. tropical storm debby is bringing relentless rain to the southeast this morning. parts of georgia and south carolina are facing flooding emergencies. the deadly storm claimed at least four lives, making landfall as a hurricane in florida. more than 150,000 power outages are being reported in the southeast. nbc's priscilla thompson kicks off our coverage. >> reporter: whipping winds. torrential downpours. and communities submerged. >> everybody's just kind of shocked. >> reporter: debby wreaking havoc across the coast, slamming florida as a category 1 stoorm. the sunshine state's west coast pummeled. jesse kirsch is there. >> even hours after hurricane debby made landfall, some areas still inundated with water. take a look at this street. it's hard to tell where the roadway ends and the gulf of

fill sandbags. >> i'm very worried. >> reporter: with no flood insurance, brenda overstreet hoping it will be enough. what do you think you're going to wake up to tomorrow morning? >> i'm scared at what i'll wake up to. i don't want to wake up to a house full of water. >> priscilla, thank you. let's get an update from angie lassman. >> landfall yesterday, of course. but we've still got a long way to go with theis system. look at that big batch of rain working across parts of georgia and south carolina. some of the heaviest in the southern portions of south carolina stretching into eastern georgia, savannah, charleston to myrtle beach. no surprise, we've got flood alerts for 9 million people, including flash flood warnings. charleston is included in that. we gear up for another day of really heavy rain. we're likely going to see this system emerge offshore.

run running mate is imminent. harris is holding a big event in philadelphia, a rally. we expect to know her decision by then. two sources familiar with the planningsay the rollout today is going to look very similar to other big announcements we've seen in the past, likely including a video, social media campaign and text messages to supporters. and they say the exact timing is still subject to change, as harris makes her final decision. the campaign told supporters in a text message last night harris still has not made her choice. she met with three contenders over the weekend. pennsylvania governor josh shapiro. he won by a large margin in that state, a swing state that could really help with independent voters. she talked with minnesota governor tim walz, a two-term governor, and arizona senator mark kelly, a former naval captain and astronaut, wide appeal in yet another important
